Getting to Vieques! 

There are two ways to get to Vieques, Air or ferry.

Flying is definitely the quickest, 20 minutes from the International Airport. You don't have to get a taxi anywhere. Just go to your gate and wait. All the ticket counters for the local airlines are in the same terminal. You should have reservations. Information is at the end.

The six airlines that fly to Vieques are Cape Air, MN Aviation, Air America, Vieques Air Link, Isla Nena, and Culebra Air. 
Vieques Air Link has regular flights. The other two are charter airlines. If you have four or more people, you may be able to schedule your trip to fit your schedule and maybe even save money.

At last check, a round trip flight on VAL was $135. The other airlines may be negotiable.

Ground Transfers from San Juan to Fajardo: In order to get to the ferry to Vieques, you need to taxi to Fajardo. It should cost you about $55 for the ride. There are airport officials there to make sure you get your wishes. Get an agreed upon fare and a receipt from the official to close the deal. There are some unscrupulous cabbies who will try to rip you off.

A better option is to have someone waiting for you at the airport to transport you there. There are a few services that will pick you up and deliver you.

They will pick you and your group up at the Int'l Airport and take you to Fajardo and also return you at the end of your journey. Some services will even give you a tour of El Yunque, if you have the time.

Ferry:  The ferry fare is $2/one way. You get to the ferry and go to the ticket counter across the street from the ferry terminal for your tickets. Once on the ferry, the trip to Vieques is 45 minutes. There are Publicos in Vieques that will take you to your destination ($2-5$ per person) depending on where you're going. This is true at the airport in Vieques also. If you've rented a car or made other arrangements for pickup, ignore this.

One caveat!  From your arrival time at the San Juan Airport, allow at least 2 hrs. to collect your luggage and make the trip to Fajardo. If the last ferry doesn't work into this calculation, you can try Vieques Air Link from Fajardo or stay overnight at the Fajardo Inn. If you like to gamble and don't mind spending a few bucks, stay at El Conquistador. Again, you may need reservations.

If your thoughts are to take a rental car to Vieques, forget it. Most of the rental companies don't allow that, and, if you do get by that, you are responsible for all damages to the vehicle while there. Besides, your chances of getting a reservation on the cargo ferry are slim to none, and it doesn't run on weekends, which limits you even further.
